He was reared on the home farm and attended the public schools of his native country. He afterward took a course in the Kentucky Normal School at Louisa and next entered Valparaiso University in Indiana. His technical studies were completed in the Chicago Medical College, later controlled by Loyola University. He was awarded the M.D. degree in 1919. Upon his graduation, Dr. Salyer followed his profession at Jeff in Perry County, Kentucky.
Dr. Salyer was both a practicing physician and lawyer, having been admitted to the Kentucky Bar Association in 1930. He was also one of the organizers of the Citizens State Bank and served as president and chairman of the board of that bank.
A well-known Democratic leader, Dr. Salyer was prominent in political circles in the country and state for many years. He served as Perry County's Representative in the State Legislatures in 1946 and 1948, and was, for a number of years, chairman of the Perry County Democratic committee. He was elected Judge of the Perry County Circuit Court in 1925 and served the four year term from 1926 through 1929.
Dr. Salyer was a member of the First Baptist Church, a Mason, and held membership in the Kentucky and American Bar and Medical Associations at his death in 1953. He loved the people of Magoffin County and has instilled this love in his descendants.
