According to THE ALLEN FAMILY OF EASTERN KENTUCKY by The Magoffin Historical Society, Sarah was George's and William's mother. Their father was Samuel who died about 1810 before his daughter Elizabeth's marriage.

I checked the 1850 census of Floyd County, page 464, and it has the following children listed for David W. Allen and wife Jane: J***. Allen ( Male), George Allen, Susannah Allen, William Allen, **** Allen (Male), Samuel Allen, Rebecca Allen, Cynthia Allen, Andrew Allen, David Allen
